	<title>Fort Bend County Coordination Council (FBCCC)</title>
		<subtitle>Fort Bend County has defined a disaster preparation strategy that focuses on Partnership.  All political subdivisions in the County work collaboratively, often seamlessly, to improve capacity to prepare for and respond to threats.  In 2004, the Fort Bend County Office of Emergency Management formed the Fort Bend County Coordination Council (FBCCC) in order to provide a framework for melding a patchwork of jurisdictional and agency response into a coordinated County response.  The 17 jurisdictions in the County, working in concert with health care facilities and school districts, work as a team to prepare for disasters; secure homeland security funding; develop multi-jurisdictional exercise programs; and organize responder training efforts.
The FBCCC was formed with the idea that protection and security for Fort Bend citizens flows  from building relationships between the various entities in the County and encouraging a team approach that allows the County and its cities and agencies to overcome disasters.  The efforts of the Council have included the development of a Traffic Management Plan, designed to prepare the area for a large scale evacuation of the coastal zones in  Galveston and Brazoria counties, neighbors to the south.  Similarly, the FBCCC initiated the FBC PIO Network as a focused effort on emergency public information. The sharing of public information by public and private entities located in the County bolster the prospect that one voice will be heard when a crisis develops.</subtitle>

<p>Meeting called to order at 1:34 PM by Jeff Braun, Fort Bend County Emergency Management Coordinator; self-introductions conducted. &nbsp;</p>
<p><strong>&nbsp;Items:</strong></p>

<li>Community Partners in Preparedness (Evans/Renfrow) 
<ul>
<li>Evans provided an overview of the program, overview of the December open house (good attendance).</li>
<li>Clarified that there is NO current Fort Bend County VOAD organization, she will work through Fort Bend Connect to assist with coorespondence and marketing of the program.</li>
</ul>
</li>
<li>Debris Management Plan (Evans) 
<ul>
<li>Evans provided an overview of the kick-off meeting (34 in attendance from the majority of FBC jurisdictions).</li>
<li>Good representation from the public works / utility departments across the County.</li>
<li>Upcoming meetings: &nbsp;Operational Planning, Feb. 1, 9 - 11 am; Administrative, Feb. 2, 9 - 11am - invites to come.</li>
</ul>
</li>
<li>FBC Fire Chiefs (Spears) 
<ul>
<li>Working on resource boards within WebEOC so that department chiefs can make better decision on resource placement and loan.</li>
<li>Spear noted that Fire dispatch for the County is at the SO except the cities of Sugar Land, Missouri City and Stafford.</li>
</ul>
</li>
<li>FBC PIO Network (Mullen) 
<ul>
<li>Meeting scheduled for Jan 20th cancelled.</li>
<li>Next meeting Feb 8 (location to be determined), goals include laying out the plan for the next year, all are invited to attend.</li>
</ul>
</li>
<li>FBC Training &amp; Exercise Committee (Evans/Braun) 
<ul>
<li>Braun provided the history of the T &amp; E Committee and describe the new changes to the EMPG grant process, including the new exercise notice requirements.</li>
<li>Braun stressed the importance of identifying and utilizing personnel within the County that are trained/ certified to conduct training and exercises.&nbsp;</li>
<li>Braun also spoke about the need to expand existing exercise requirements so that numerous entities, departments and/or jursidications can participate for credit.</li>
</ul>
</li>
<li>Hazard Mitigation (Tollison) 
<ul>
<li>Tollison stated that the plan had been returned from the state/FEMA and that all comments had been reviewed by the contractor.</li>
<li>Jeff Ward (contractor) had the cross-walk in hand and would work with us to finalize the draft and return it to the state/FEMA for approval.</li>
<li>Outstanding questions dealt with levees in and around the County and should be resolved within a few weeks for submission back to FEMA</li>
<li>Aldrich mentioned that he was able to successfully submit a HazMit grant without having to submit the County's finalized plan.</li>
<li>Braun told all the get with Cliff if they were considering submitting a HazMit grant request, as Aldrich had done an outstanding job.</li>
</ul>
</li>
<li>&nbsp;Hazardous Materials Response Team (Tollison) 
<ul>
<li>Tollison stated that the Team has had a change in leadership. &nbsp;Mike Hafer is the interim team lead. &nbsp;He will notify if/when that changes.</li>
</ul>
</li>
<li>Public Health Preparedness (Aaron / Manville) 
<ul>
<li>Manville discussed the upcoming CASPER training, those interested are invited to attend, 1/26 from 6 - 8pm (primarily for volunteers), 1/27 from 9a - 12p to include a module on using the data collected (all invited).</li>
<li>Manville noted that HHS is currently working on reviewing the CDC capabilities to determine where they are currently, as those capabilities are used to determine risk-based funding.</li>
</ul>
</li>
<li>SWAT Team (Jan / Braun) 
<ul>
<li>Braun noted that the Bearcat assault vehicle has been marked and transferred to the SO, however we are still working on completing the MOU.</li>
</ul>
</li>
<li>Technical Rescue (Tollison) 
<ul>
<li>Technical writing is currently being done to the SOG for the team.</li>
<li>Team is in place with new responsibilities being assigned.</li>
<li>Team in working to incorporate EMS onto the team.</li>
</ul>
</li>
<li>Volunteer/Outreach (Norman) 
<ul>
<li>Lamar HS has requested another class for the Spring semester</li>
<li>Terry HS CERT class will resume in February</li>
<li>Norman is conducting 100/700 training for the Calvary CERT team</li>
<li>Tentative / Upcoming class dates include: &nbsp;Fulshear 2/24, 2/25</li>
</ul>
</li>
<li>WebEOC Workgroup (Barnes) 
<ul>
<li>1/17 is the date for the 7.4 upgrade, not much difference.</li>
<li>1/9 weather event addressed some issues that needed to be looked into (trouble tickets produced)</li>
<li>Danny Jan and Cliff Aldrich have both requested additional training in the County.</li>
<li>VTC system is completed and operational, we are currently updating our address book</li>
</ul>
</li>
<li>Jurisdictional/Agency Announcements
<ul>
<li>Hoss / Transportation: &nbsp;New transit provider coming to FBC. &nbsp;Multi-national company that is well recognized (owns/operates Greyhound). &nbsp;Will have a general manager on site to deal with issues that arise. &nbsp;Will allow the County access to larger transport vehicles /busses.</li>
<li>Egan / Red Cross: &nbsp;Superball (largest Red Cross fundraiser) is scheduled for 1/28 at Safari Texas from 6:30 to 11:30pm, tickets are $75 ind / $130 couple. &nbsp;</li>
<li>Startz / United Way FB: &nbsp;Sandra has accepted the position as the Director for the Fort Bend office of the United Way, looks forward to working with us.</li>
<li>Aldrich / Weston Lakes: &nbsp;Weston Lakes received approval for their grant request for Storm Sirens.</li>
</ul>

<p>Meeting called to order at 1:30 PM by Miles Tollison, Fort Bend County Sr. Planning Coordinator; self-introductions conducted. &nbsp;Tollison noted that he would chair the meeting as both Jeff Braun and Alan Spears were out of the office. Tollison reminded all in attendance that there is no scheduled meeting in December.</p>

<li>Plan accepted by the State for review July 11, 2011.</li>
<li>Tollison spoke with State on 11/17/11 prior to meeting and indicated that conversation was positive and we expect a quick turn around with some suggested plan changes, but no changes that warrant delay in plan acceptance.&nbsp;</li>
<li>Tollison offered thanks to Judy Lefevers for her hard work on the plan.&nbsp;</li>
</ul>
</li>
<li>Hazmat Response Team (Tollison)            
<ul>
<li>New equipment to be funded through grant, list submitted by HazMat team.</li>
<li>Tom Anderson (Sugar Land Fire) is no longer the HazMat team lead as he has been assigned to a new position. &nbsp;Mike Hafer will provide team oversight in the interim.&nbsp;</li>
</ul>
</li>
<li>FBC Technical Rescue (Tollison)            
<ul>
<li>MOUs have been completed for Stafford, Missouri City, Rosenberg and Richmond (CC 11/21/11).</li>
<li>Standard Operating Guide to be completed by end of the year.</li>
</ul>
</li>
<li>SWAT Team (Jan)            
<ul>
<li>Purchase Order has been issued for markings on Bearcat (assault vehicle). &nbsp;It will include a "regional" logo / patch designed by the team.&nbsp;</li>
<li>Several members of law enforcement team attended the UASI kick-off meeting.</li>
<li>SO (Jan) is currently working on the regional strategy for 2010 monies.</li>
</ul>
</li>
<li>FBC PIO Network (Mullen)            
<ul>
<li>Next FBC PIO meeting is Friday, 12/2. Invitations to be sent.</li>
</ul>
</li>
<li>FBC WebEOC Work Group (Barnes)            
<ul>
<li>11/16 meeting canceled.</li>
<li>State level updates include:&nbsp;        
<ul>
<li>development of standardized training for WebEOC (available for beginner and advanced, will be offered through PreparingTexas.org).</li>
<li>A state level tech group is looking at enhancing the system by utilizing i-directional data linking.&nbsp;</li>
</ul>
</li>
<li>Regional level updates include:&nbsp;        
<ul>
<li>Jessica Jackson is now the Regional WebEOC administrator.&nbsp;</li>
<li>All entities currently offering WebEOC training are asked to send int their sign-in sheets to Trameka Jewett (Regional Training &amp; Exercise Planner with COH) for credit.&nbsp;</li>
<li>Standardized training is coming to the region to ensure all jurisdications are receiving the same level of skills training.&nbsp;</li>
</ul>
</li>
<li>The WebEOC workgroup is also working on a WebEOC / i-Info integration project to better track resources frm the iInfo database to the WebEOC 213 process.&nbsp;</li>
</ul>
</li>
<li>Volunteer/Outreach (Norman)            
<ul>
<li>Current / Up-coming classes:

<li>Terry High School Teen Cert - Two days per week during the semester (October-December).</li>

<li>Public Health Preparedness (Olinger)            
<ul>
<li>Mobile Hospital trailers &nbsp;/ shelter set-up training will be December 8th at 8:00am.</li>
<li>Full Scale MRC POD exercise was a great success. &nbsp;65 volunteers (MRC / CERT) set-up a dispensing POD for anthrax at Lamar HS. &nbsp;</li>
<li>A second POD set-up exercise is scheduled with Katy ISD in the 1st qtr 2012.</li>
<li>12/10/11 - MRC Holiday party. &nbsp;HHS is working the Pat Hughes to secure a park location in Sugar Land.&nbsp;</li>
<li>HHS is currently working on contingency contracts with local hospitals for staffing</li>
<li>Manville expressed her thanks for those that participated in the health risk assessment process.</li>
<li>2nd qtr of 2012 HHS planning a mass fatality exercise.</li>
<li>Schlumberger will become a closed POD for dispensing in 2012.</li>
<li>Ongoing Epi survellance in Needville (fainting students).</li>
<li>Hunting for Homes Pet Adoption day a great success. &nbsp;63 dogs adopted, all (but 11) cats. &nbsp;This will become an annual event.</li>
</ul>
</li>
<li>Jurisdictional/Agency Roundtable            
<ul>
<li>SO - Jan to conduct radio training for Weston Lakes on 11/21/11.</li>
<li>OEM - Tollison indicated that OEM will follow HHS and schedule a "tech day" on 12/8/11 to test all electronic equipment.</li>
<li>Katy - Bremer annouced ICS 300 class on 11/29 - 12/1, 8a to 5p. &nbsp;Additionally, Bremer announced that Katy ISD recently approved an interlocal agreement with the City of Katy for mutual aid. &nbsp;He would like to see a similar agreement FBC.</li>
<li>MC - Lefevers announced new City Manager, Ed Broussard will start 1/2/12.</li>

<p>Meeting called to order at 1:33 PM by Jeff Braun, Fort Bend County Emergency Management Coordinator; self-introductions conducted.&nbsp; Jeff Braun welcomed everyone and reminded all in attendance that is no scheduled meeting in December, but one could be scheduled if anything of significance needs to be announced / discussed.&nbsp; He then introduced the video for &ldquo;Boatlift&rdquo;.&nbsp; Braun commented that the video was a good reminder of why we do what we do.</p>

<li>Reminder: Plan accepted by the State for review July 11, 2011.</li>
<li>Plan reviewer has been identified as Paloma Garcia with Texas Water Development Board.</li>
<li>We should expect a very thorough review.</li>
<li>Once State review is complete, plan will move on to FEMA for their official review.</li>
<li>Once review process is complete, each jurisdiction will need to formally adopt the plan, followed by a final adoption at Commissioner's Court.</li>
</ul>
</li>
<li>Hazmat Response Team (Spears)  
<ul>
<li>Committee members include: T. Anderson (SL), M. Hafer (Rich), M. Mills (Stafford)</li>
</ul>
</li>
<li>FBC Technical Rescue (Tollison)

<li>FBC Regional SWAT is made up of an East Division (Sugar Land, Stafford, Missouri City) and a West Division (FBC, Rosenberg).</li>

<li>Next FBC PIO meeting is Friday, 10/21 at Oak Bend Medical at 1130 (working lunch)</li>

<li>FBC WebEOC Work Group (Barnes)

<li>Reminder: Charlie Roberts is no longer WebEOC administrator. New administrator is Jessica Jackson (formerly with Montgomery Co.) She started on 10/8 and should be up to speed by first of November.&nbsp;</li>
<li>State is now heavily involved in WebEOC.&nbsp; New teams established: Green team is primarily state users, WebEOC Admin team is made up of local administrators, and Blue team is a working team to determine future use.</li>
<li>FBC Users group met on 10/19/11.&nbsp; The group collectively agreed that more training was needed.&nbsp; Doug will work to schedule training to meet the needs of local users.</li>

<li>10/22/11 &ndash; Lamar HS_ Full scale dispensing setup exercise taking place beginning at 8am-3pm. Partners involved: HHS, Lamar CISD, OEM, CERT, MRC, Rosenberg PD</li>
<li>HHS continues to work on a Hazard Rick Assessment specific to the public health system. Thanks to everyone who provided info; OEM, EMS, hospitals, in order to develop our baseline data. Next step is to assess the most frequent risks and /or greatest impact based on the impact to the public health system. </li>

<li>Jan provided some insight into the responsibilities of a Type III team and how they assisted the local agencies to organizing and coordinating across jurisdictions. </li>

<p>Meeting called to order at 1:33 PM by Alan Spears, Fort Bend County Deputy Emergency Management Coordinator; self-introductions conducted.&nbsp; Jeff Braun welcomed everyone and spoke briefly about the value of continued collaboration.&nbsp; He thanked everyone for their continuing commitment to work together.&nbsp; He reinforced the fact that our coordination and collaboration efforts are paying off and encouraged all to continue the great work.&nbsp; He had to depart for another commitment and turned the meeting back over to Alan Spears.</p>
<h3>Business Items:</h3>
<ul>
<li>Fire Chief Coordination Meeting (Spears)   
<ul>
<li>First meeting held September 20, 2011, at 7:00pm.</li>
<li>Purpose was to get all of the Fire Chiefs together face to face.</li>
<li>Significant discussion about how best to manage our resources in response to calls for assistance from neighboring Counties and jurisdictions without jeopardizing our own ability to respond in the event of a disaster.</li>
<li>Great exchange of ideas including how best to send assets out of the County, how to account for them, the notification process, and continued communications.</li>
<li>Resource list from Annex M of the County EOP was handed out for review and update.</li>
<li>Intent is to continue holding these meetings monthly.</li>
<li>Next meeting is scheduled for October 20, 2011, at 7:00pm at OEM.</li>
</ul>
</li>
<li>Hazard Mitigation Plan (Lefevers)            
<ul>
<li>Plan accepted by the State for review July 11, 2011.</li>
<li>Currently next in line to be assigned a reviewer.&nbsp; State's intentions are to assign us someone with floodplain management experience.</li>
<li>Once State review is complete, plan will move on to FEMA for their official review.</li>
<li>Once review process is complete, each jurisdiction will need to formally adopt the plan, followed by a final adoption at Commissioner's Court.</li>
</ul>
</li>
<li>Hazmat Response Team (Spears)<br /> 
<ul>
</ul>
<ul>
<li>Both East and West teams responded to the anhydrous ammonia release at Champion Technologies.&nbsp; Plant personnel were familiar with NIMS, but not actively utilizing it.&nbsp; Held hourly strategy meetings to accommodate changing conditions.&nbsp; Champion did a very thorough job taking care of those citizens displaced from their homes.&nbsp; </li>
</ul>
</li>
<li>FBC Technical Rescue (Tollison)            
<ul>
<li>Work continues on the inter local agreement. Currently out for final comment.</li>
<li>Team is currently capable of responding.</li>
<li>Trench class was well-received.</li>
<li>Rehab trailer has been repaired.  
<ul>
<li>Available 24/7 from OEM by contacting Alan Spears or Miles Tollison.</li>
<li>Will be transferred to Richmond once agreements are finalized.</li>
</ul>
</li>
</ul>
</li>
<li>SWAT Team (Jan)  
<ul>
<li>BEARCAT delivered.&nbsp; Vehicle is a regional asset.&nbsp; Will be housed at either FBC SO or Sugar Land SO.</li>
<li>FBC Regional SWAT is made up of an East Division (Sugar Land, Stafford, Missouri City) and a West Division (FBC, Rosenberg).</li>
<li>Team will now meet National training levels.</li>
</ul>
</li>
<li>FBC PIO Network (Mullen)  
<ul>
<li>September 16, 2011, PIO Network meeting was cancelled.</li>
<li>Working to reschedule.&nbsp; Announcement will be sent via email.</li>
</ul>
</li>
<li>FBC WebEOC Work Group (Barnes)            
<ul>
</ul>
<ul>
<li>Interviews are being conducted for the WebEOC Administrator position.&nbsp; </li>
<li>System is currently being administered by Michael Walter.&nbsp; He is keeping it updated and working, but no board building is currently taking place.</li>
<li>Realized that the 213RR process does not function all the way to the State level.&nbsp; Currently still have to fax copies of 213RRs to the State.&nbsp; This is the final bridge that needs to be connected within the process.</li>
</ul>
</li>
<li>Volunteer/Outreach (Evans)                    
<ul>
<li>Family Safety and Preparedness Event held at George Memorial Library was a success.&nbsp; Approximately 150 library patrons visited the displays and presentations.</li>
<li>Up coming classes:

<li>Fulshear Ranch - Tues/Thurs in October</li>
<li>Terry High School Teen Cert - Two days per week during the semester (October-December).</li>
<li>Calvary Episcopal Church - late fall</li>

<li>Cinco Ranch has expressed an interest.</li>

<li>Mass Fatality Planning project wrapped up last month.&nbsp; David Olinger will send out the final version of the plan electronically.</li>
<li>Last month a meeting for the MRC leadership teams was held.&nbsp; Next meeting scheduled for early October to assign roles.</li>
<li>POD planning had previously be focused on public PODs.&nbsp; Now expanding planning to incorporate large businesses.</li>
<li>Pandemic Flu Committee is currently working on development of alternate care site guidance documents.</li>
<li>HHS has hired a new director.&nbsp; Dr. Mary Kendrick will start October 3, 2011.</li>
</ul>

<li>David Aaron demonstrated the Medical Screening Tool for Mass Dispensing that has been developed in the i-INFO system.</li>
