	<title>Fort Bend County Coordination Council (FBCCC)</title>
		<subtitle>Fort Bend County has defined a disaster preparation strategy that focuses on Partnership.  All political subdivisions in the County work collaboratively, often seamlessly, to improve capacity to prepare for and respond to threats.  In 2004, the Fort Bend County Office of Emergency Management formed the Fort Bend County Coordination Council (FBCCC) in order to provide a framework for melding a patchwork of jurisdictional and agency response into a coordinated County response.  The 17 jurisdictions in the County, working in concert with health care facilities and school districts, work as a team to prepare for disasters; secure homeland security funding; develop multi-jurisdictional exercise programs; and organize responder training efforts.
The FBCCC was formed with the idea that protection and security for Fort Bend citizens flows  from building relationships between the various entities in the County and encouraging a team approach that allows the County and its cities and agencies to overcome disasters.  The efforts of the Council have included the development of a Traffic Management Plan, designed to prepare the area for a large scale evacuation of the coastal zones in  Galveston and Brazoria counties, neighbors to the south.  Similarly, the FBCCC initiated the FBC PIO Network as a focused effort on emergency public information. The sharing of public information by public and private entities located in the County bolster the prospect that one voice will be heard when a crisis develops.</subtitle>

<p>Meeting called to order at 1:30 PM by Alan Spears, Fort Bend County Deputy Emergency Management Coordinator; self-introductions conducted. &nbsp;</p>
<p><strong>&nbsp;Items:</strong></p>

<li>Community      Partners in Preparedness (Renfrow)    
<ul>
<li>We       are planning an Emergency Preparedness presentation following the June       Fort Bend Connect meeting.</li>
<li>The presentation will be held at the Sugar Land First United Methodist Church from 9:30 to 10:30AM.</li>
</ul>
</li>
<li>Debris      Management Plan (Tollison)       
<ul>
<li>The debris management plan has been updated and will be going to Commissioner's Court for signature next week. &nbsp;Following Court approval, the document will be sent to the various jurisdictions so that it can be approved and signed. &nbsp;At the same time, a document will be sent to the jurisdictions for their signature as well, and will need to be sent back to Commissioner's Court. &nbsp;This document will be an addendum outlining cost recovery procedures in the event that the plan is activated. &nbsp;&nbsp;</li>
</ul>
</li>
<li>FBC      Fire Chiefs (Spears)       
<ul>
<li>Next meeting will be Thursday night. &nbsp;</li>
<li>At the beginning of the meeting we will go over the equipment list. &nbsp;This list is the list of resources that can be guaranteed to be available to go outside of the County if needed.</li>
<li>The group will also be discussing radio issues, such as profiles and talk groups.</li>
<li>There will also be discussion relating to the Grace Accountability System that allows for the tracking of firefighters when they enter a structure.</li>
</ul>
</li>
<li>FBC      PIO Network (Barnes)       
<ul>
<li>The last FBC PIO Network meeting was canceled, the date and time for the next meeting will be sent out by Mullen.</li>
</ul>
</li>
<li>FBC      Training &amp; Exercise Committee (Spears)       
<ul>
<li>There will be a short training and exercise meeting today following FBCCC.</li>
<li>Spears stated that if you are not receiving emails from Trameka to please let him know and he will have Trameka add your email to the distribution list.</li>
</ul>
</li>
<li>Grants      (Tollison)       
<ul>
<li>2009 grant is closed.</li>
<li>2010 grant will be closing in July. &nbsp;Currently working towards closing out the 2010 grant.</li>
<li>2011 grant is open and will be open until the first part of 2013</li>
<li>2012 grant applications were submitted and the application approval process has been completed. &nbsp;2012 funding won't be available until the end of the year.</li>
</ul>
</li>
<li>Hazard      Mitigation (Tollison)       
<ul>
<li>The Hazard Mitigation Plan has been approved by the State and has been sent to FEMA for review. &nbsp;We are expecting a relatively short turn around time from FEMA.</li>
</ul>
</li>
<li>&nbsp;Hazardous      Materials Response Team (Tollison)       
<ul>
<li>The newly formed Committee met today. &nbsp;The Committee decided that they are moving away from the East/West divisions and will be creating a single team. &nbsp;The team is currently working on developing standard operating procedures and equipment lists.</li>
</ul>
</li>
<li>Public      Health Preparedness (Aaron)       
<ul>
<li>Currently       preparing for a Full scale exercise on 5/19 at Seven Lakes HS to train       volunteers, handout medication.&nbsp;       Expected to have 100+ volunteers to serve as clients.</li>
</ul>
</li>
<li>SWAT      Team (Jan)       
<ul>
<li>SWAT       training continues.</li>
<li>The SWAT Board of Directors has been formed and the first meeting has been tentatively scheduled for June 14th at OEM.</li>
</ul>
</li>
<li>Technical      Rescue (Tollison)       
<ul>
<li>The Technical Rescue Team met this morning and were able to complete the standard operating guidelines. </li>
<li>The team is currently working on a strategic plan that will outline how they will respond in the Region and State.</li>
</ul>
</li>
<li>Volunteer/Outreach      (Spears)       
<ul>
<li>Continuing to recruit volunteers</li>
<li>CERT training is still ongoing. &nbsp;If anyone is interested in CERT training contact Ed Norman.</li>
</ul>
</li>
<li>FBC Technology Workgroup (Barnes)&nbsp;   
<ul>
<li>Workgroup name has been officially changed to &ldquo;Tech Workgroup&rdquo;.&nbsp; Includes WebEOC, Pier, GIS, i-Info and any other technologies to be used in the region.</li>
<li>There will be a pre-hurricane season WebEOC refresher course held at OEM from 2-3:30 on May 24th. &nbsp;This training will be a great opportunity to brush up on WebEOC skills, as well as be a great opportunity for new users to learn the basics of WebEOC.</li>
<li>Barnes handed out a screenshot of the next version of the Houston Hide from the Wind project. &nbsp;Barnes stated that the site is nearing completion and that it is expected to go live around June 10th. Barnes gave a brief overview of the functionality of the site and its intended purpose. &nbsp;Barnes stated that this site is primarily intended for the public and informed the group that they are more than welcome to link to it on their websites.</li>

<li>Spears / OEM: Spears asked the group if there have been any newly elected Mayors, there were none.</li>
<li>Rodriguez       / FBISD: FBISD will host an ICS 100 class and TTX for administrators on       June 7, 2012.</li>
</ul>
</li>
<li>Other      Business       
<ul>
<li>Lefevers / Missouri City: Lefevers inquired about the new dynamic billboards that ClearChannel has been putting up and the recent media story. &nbsp;Mullen informed the group that he was in attendance at the meeting and that there has been some misinformation regarding the billboards. &nbsp;There have been 11 colored boards installed, with 4 more on the way. &nbsp;It has been a challenge for ClearChannel to get local jurisdictions on board, but as a concession, ClearChannel will allow Emergency Management to display PSAs for no cost . &nbsp;There is one sign in FBC located on HWY 6 in Arcola. The signs will be predominately used for hurricane, amber alerts, etc. &nbsp;Jeff Braun has been designated as the message originator for Fort Bend County. &nbsp;There is a code that will need to be given that authorizes the display of the particular PSA. &nbsp;There are still issues that are being worked out regarding the signs. &nbsp;There will be three different types of messages: general preparedness; PSAs which can be displayed in rotation for free; and emergency alerts, which will have no advertising and will be a solid screen. &nbsp;Mullen agreed to send out the map and project overview.</li>

<p>Due to the severe weather and flooding in Fort Bend County. &nbsp;The Fort bend County EOC has partially activated as of 0530. &nbsp;There is a WebEOC incident be used for this event and it is called "Fort Bend County Live". &nbsp;Any WebEOC entries for this event should be entered in to this event. &nbsp;Please make sure entries are NOT entered into the "Training" of "Default" incidents. &nbsp;Thanks</p></div>

<li>4/18/12       conducted preparedness training with the staff at the Mamie George       Community Center.&nbsp; Played       &ldquo;preparedness bingo&rdquo; for the first time.</li>
<li>We       are planning an Emergency Preparedness presentation following the June       Fort Bend Connect meeting with lunch provided by Raising Canes.</li>
<li>Additional       meetings scheduled at Mamie George on 6/30/12 for clients receiving food.</li>
</ul>

<li>Debris      Management Plan (Evans) 
<ul>
<li>Plan       edits have been completed and sent to the vendor for review and       incorporation.&nbsp; Plan walk-thru is       scheduled for 4/26/12, 1:00pm to 3:00pm.&nbsp;       Finalized drafts will go out to the steering committee following       the meeting. Final comments should be directed to Evans.</li>

<li>FBC      Fire Chiefs (Spears) 
<ul>
<li>Reminder:&nbsp; Behind the Badge Program covers both       FBC / JRJ Law enforcement and fire personnel injured in the line of       duty.&nbsp; Your support of their       upcoming fund raising event at the Stafford Centre is appreciated.</li>
<li>Reminder       for the HC Regional Radio System:&nbsp;       Many of our current radio will be no good / out of date by 2015       and we will need to deal with replacement issues.</li>
<li>During       the last meeting we updated the available resource list.</li>
</ul>
</li>
<li>FBC      PIO Network (Mullen)

<li>Mullen       met with United Way to review the 211 system and discussed public       information issues.</li>
<li>PIO       page has been updated on the website and includes upcoming meetings.</li>

<li>FBC      Training &amp; Exercise Committee (Evans) 
<ul>
<li>No       new information has become available on the upcoming Position Specific       training.</li>
<li>Would       like to discuss the upcoming Damage Assessment planning project during       our T &amp; E time at 3:00pm.&nbsp; Jurisdictions       please stay to discuss your current plan for damage assessment in your       city.</li>

<li>Grants      (Tollison) 
<ul>
<li>2009       Grant is closed.</li>
<li>We       are moving forward with purchases for the 2010, 2011 grant years.</li>

<li>2<sup>nd</sup> review of plan completed by State.&nbsp;       Three changes recommended, then back to TDEM.&nbsp; Once approved by TDEM, off to FEMA.</li>

<li>The       Committee has spent a lot of money on update inventory.&nbsp; </li>

<li>Mobile       medical tent being used by Special Olympics for their first aid booth @       Lamar Stadium.&nbsp; </li>

<li>SWAT       members attending conference on 4/20/12.</li>
<li>East       division recently used the Bearcat to assist in resolving a barricaded       suspect situation in Sugar Land, which began with FBC Deputies trying to       serve a felony warrant.</li>
<li>UASI       2012 funds will be used to purchase SCBA for the team which will move the       FBC Regional SWAT team to a Type 2 team.</li>
</ul>
</li>
<li>Technical      Rescue (Tollison/Spears) 
<ul>
<li>2       deployments recently; (1) Full scale exercise to El Campo, (2) 3-day       exercise at the fire field 3/26 -28. </li>
<li>New       SOP and guidelines almost complete. Currently looking to expand the team.</li>

<p>FBC OEM is hosting a seminar on Mapping Tools and Tricks for Emergency Management as the program at this month's FBCCC meeting.</p>
<p>Maps are one of the easiest ways to visualize what's going on in an active incident. We naturally place things spatially in our mind, by putting abstract incident information onto a map we make it easier to get an understanding of a complex situation.</p>
<p>When an incident occurs however, there's not always a GIS trained person available, let alone one trained in emergency management practices. Sometimes you are the best resource your agency has to create maps. This seminar will give you the basic tools needed to be able to "whip up a map" when called upon, or when you need one to help coordinate your team.</p>
<p>This seminar will focus on two main areas: Map creation and sharing, and monitoring using maps.</p>

<li>Request by Evans for jurisdictions to determine staff members that need training.&nbsp; County would like to see a list so that we can ensure that we fill our allotted slot with those that need and are qualified for training.</li>
<li>Evans advised that each identified individual would be required to complete an application form</li>
<li>Classes will not be listed on PreparingTexas and application must come through our office (as determined by the RCC T&amp;E Committee).</li>
<li>Evans will email a list of courses to be offered and the required application.</li>

<p>Meeting called to order at 1:35 PM by Alan Spears, Fort Bend County Deputy Emergency Management Coordinator; self-introductions conducted. &nbsp;</p>
<p>Presentation given by Mr. John Norsworthy (father of JD Norsworthy, SO Dpty killed in the line of Duty in Dec 2010).&nbsp; Mr. Norsworthy introduced the new &ldquo;Behind the Badge Charities&rdquo; a foundation created following his son&rsquo;s death.&nbsp; Information can be found at www.behindthebadge.org.</p>

<li>Fort       Bend Connect has requested that OEM provide two training program to the       Connect members.&nbsp; They have       reserved the church for an additional 2 hour block of time following the       June / July meeting so that EM training can be conducted.</li>

<li>Debris      Management Plan (Evans)

<li>Evans       confirmed receipt of the draft plan and will be reviewing with       Spears.&nbsp; Any jurisdiction wishing       to review a copy of the draft can request a copy.</li>
<li>Anticipate       plan to be completed by mid-April.</li>

<li>The       Committee is working on their 2012 grant application.</li>

<li>Public      Health Preparedness (Olinger)

<li>HHS       is working on contracts for contingency medical personnel</li>
<li>Mobile       shelter training / set up is scheduled for Saturday, 3/25/12 at the Rose       Annex all are invited to attend.</li>
<li>Working       on the development of a CRI (Cities Readiness Initiate) exercise at Seven       Lakes HS.&nbsp; Observers / Controllers       needed.&nbsp; </li>
</ul>
</li>
<li>SWAT      Team (Jan)   
<ul>
<li>30       members of the SWAT team responded and participated in the State&rsquo;s       No-Notice exercise in El Campo / Wharton.&nbsp; </li>
<li>The       FBC SWAT team is currently a Type III team.&nbsp; The only thing needed to become a Type       II team is airpacks.&nbsp; They will be       requesting funding for airpacks.</li>
</ul>
</li>
<li>Technical      Rescue (Tollison/Spears)   
<ul>
<li>Had       a meeting on 3/21.</li>
<li>TRT       participated in the No-Notice drill. They worked well with the HC team.</li>
<li>TRT       is planning a series of trainings from 3/27-29 at the Fire Field and will       involve all members over 3 shifts.</li>
<li>They       will be requesting grant funding for a regional exercise / drill in       College Station.</li>
</ul>
</li>
<li>Volunteer/Outreach      (Norman)   
<ul>
<li>Fulshear,       Simonton, Weston Lake completed their 3<sup>rd</sup> CERT class with 22       graduates (1/3 being exec officials).</li>
<li>Next       class is FOCUS Humanitarian in June (days to be determined) at OEM.</li>
<li>Potential       for concurrent Katy class in June &ndash; no date yet</li>
</ul>
</li>
<li>WebEOC      Workgroup (Barnes/Spears)</li>
</ul>
<ul>
<li>ESi is currently working on a patch to fix the issue of WebEOC users getting logged off unexpectedly.&nbsp; ESi has mentioned that they think they have found the problem and are in the process of testing the patch to ensure it corrects the issue.</li>
<li>WebEOC is now &ldquo;officially&rdquo; compatible with Chrome and Firefox. </li>
<li>The FBC WebEOC Users Group will now be called FBC Technology Work Group and will focus on technology as whole.&nbsp; The meeting will provide a time and place to discuss new ideas, future enhancements, system issues.&nbsp; The group will continue to meet from 11-12pm on the same days as FBCCC. Will be expanded to include all forms of technology, not just WebEOC.</li>
