Meeting called to order by Jeff Braun, Fort Bend County Emergency Management Coordinator at 1:35 pm.  After self-introductions, Braun introduced two new OEM employees:  Erin Gray, Doug Barnes

Old Business:

  • Braun noted that all TRRN Certification Forms were submitted and that Bob Stone did a great job coordinating that task.
  • Braun noted that August program would be about Public Health Emergencies.  September program would be a discussion about setting up PODs and what some of the lessons learned were during Hurricane Ike.  October program will be John Hall from DHS who will talk about the Houston Regional Intelligence Service Center (HRISC).
  • No report from David Olinger on Mass Vaccination Exercise so that will be held over for next agenda.

Project Updates:

  • Alan Spears provided an update on the County’s effort to designate pre-established POD sites in the County.  Spears thanked everybody who had already responded.  It was noted that it would be nice to get all jurisdictions to determine a POD site.
  • No report from David Olinger on Public Health Preparedness.
  • Shauna Evans provided an update on OEM’s volunteer programs, noting a Sept 1st start date for Pecan Grove CERT class; a Sept 14th start date for a Sienna Plantation CERT class.  She noted that there is effort to start a class in City of Stafford and she is working with Jennifer Taylor on that effort.  Evans noted that a CERT class is on-going at the Fort Bend ISD, involving crossing guards.  A Citizens Support Team class is also being scheduled and she is working on date with Alan Spears; Meadows Place and Weston Lakes have indicated interest in sending folks to the CST class when scheduled.  Lastly, Evans noted the start-up of Quarterly Volunteer Alumni meetings with the next one scheduled in October which will focus on teaching traffic management skills to our volunteers.
  • Janette Walker provided an update on Regional WebEOC efforts including upcoming WebEOC 101 training dates.  She also noted the development of Power User Position training.
  • Janette Walker provided an update on the start-up of the Regional i-INFO project.  Walker highlighted information about the system and its importance.  She also noted the upcoming executive briefings and encouraged all to come.  Any questions about this effort should be directed to Walker as soon as possible so we can ensure a smooth facilitation of the new system.
  • Braun provided an overview of the County’s efforts to establish a MUD Readiness Program.  He explained that three water operating companies had completed significant tasks in preparing for the next hurricane season.  Those three companies are SWWC, MDS, and Severn Trent.  All three were recognized by Judge Hebert at a recent Commissioners Court meeting.  Another company is interested in getting the needed training and that will be occurring in August.  Braun noted that problems in communication between the County and the Municipal Utility Districts were a major problem noted in Hurricane Ike After Action Reviews.  Braun indicated he was excited that OEM and the operating companies were able to make significant strides in improving coordination prior to the next hurricane season.

Program:

  • Tony Alotto, assisted by Ken Olson, made a presentation about the Texas Public Works Response Team program.  Both Alotto and Olson work for TEEX and coordinate public works response team activities from the State Operations Center during a crisis.

New Business:

  • Braun noted the efforts of the area’s Levee Improvement Districts to get more prepared for emergencies.  He noted an upcoming meeting on July 23rd.
  • During Roundtable discussion, Sugar Land noted that they recently had held a Tabletop Exercise to focus on internal issues.  Additional WebEOC training is planned.  Stafford mentioned they will soon be conducting a workshop meeting with the Stafford Municipal School District to plan for Hurricanes and H1N1 Flu Event expected in fall.  Janette Walker noted that she recently completed 300/400 Train-the-Trainer class and so did John Bremer from Katy ISD.  It was also mentioned that Weston Lakes will be conducting a Tabletop Exercise in August to assist in planning for development of their emergency operations center.
