Meeting called to order at 1:30 PM by Jeff Braun, Fort Bend County Emergency Management Coordinator; self-introductions conducted.

Old Business:

  • David Olinger provided basic information on the July 18th Mass Vaccination Exercise. It was successful and more such exercises are planned in the future.  Olinger indicated that these exercises will be held quarterly, coordinated by Karl Floyd, and that either he or Karl would send Braun a listing of dates for the scheduled exercises.
  • Walker reported on the July 27th Addicks/Barker Tabletop Exercise at Seven Lakes High School in Katy. Forty-eight (48) attended this event hosted by Fort Bend County, Harris County, City of Houston and US Army Corps of Engineers. Twenty-three of the attendees were from Fort Bend County.  The TTX proved to provide a number of lessons learned and they were able to capture information and put it into the After Action Review.  Additional meetings are planned and another TTX will be held later in 2009.
  • Olinger reported on the August 10th Texas Pandemic Summit stating that H1N1 still circulating and may combine with seasonal flu.  No school closures are planned unless something unusual happens in a particular school district. The schools determine their own thresholds; school closures are not recommended; and a vaccine is not available commercially at this time.  There are plenty of anti-virals available.  No PODs (points of dispensing) are contemplated for distribution of anti-virals.  Vaccine only will be available through government channels; with TDSHS coordinating provider registry.  Distribution of vaccine will be accomplished through a vendor contracted by TDSHS.

Project Updates:

  • No Public Health Preparedness report provided at this meeting.
  • Shauna Evans gave an update of the County’s CERT and CST Program. A Pecan Grove Cert Class will start on Sept 1st and already has 11 individuals registered.  The Sienna Plantation CERT Class will begin on September 14th.  She explained that OEM will begin the CST class in October. Also, Evans noted that a CERT class will graduate next week.
  • Janette Walker gave an update on the Regional WebEOC courses. WebEOC training is scheduled for September 2 at 10AM and 6PM. No EM Systems will be taught at this class, but she is working to get Curtis McDonald to teach EM Systems; if he cannot then it will simply be a WebEOC 101 class. WebEOC training will also be held on September 24 at 10AM and 6PM and EM Systems will be taught then.
  • Lach Mullen gave an update on the Regional PIER System. Thirty (30) sites have been funded with current funding. Twenty (20) of those sites are up and running. Most of the ten (10) remaining sites are nearly complete, only a handful of sites have a long way to go. Work is beginning on possible allocation of sites with FY 2009 grant funds; up to twenty new sites will be awarded.
  • Walker provided an update regarding i-INFO. Ninety-seven (97) organizations have registered. Fort Bend County still has a long way to go to get everyone registered. There was good attendance at the three Executive Briefings that were held. OEM staff working on getting departments to register by submitting their contact information into i-INFO. Cannot proceed with i-INFO implementation until we have this information.
  • Braun gave an overview of the MUD Readiness Program. He emphasized Senate Bill 361 which makes it a requirement for utilities (MUDS) to submit key sites, electrical information, and what they need to the County. It has been added to the Critical Load List.

New Business

  • Bob Stone gave an overview of the Grant Planning meeting held by Jennifer Taylor. These meetings are intended to share information about grant funding opportunities and assist one another.  The next meeting will be held next week on August 25th at La Madeleine at 8:30 am.  A report will be provided by either Taylor or Stone at the next FBCCC meeting.
  • Braun reported on the RCPGP Grant Funding Availability. Up to $3 million will be available to target planning gaps related to prevention, protection, response or recovery based on three specific National Planning Scenarios. Proposals are due by 5PM on Tuesday, September 8, 2009. This grant opportunity is open to any jurisdiction located within the 13-county Houston-Galveston Area Council region. Counties, cities, school districts and nonprofit organizations are eligible to apply.
  • Caroline Egan from Red Cross reported they ran a Mock Shelter Drill. The drill went very well and they intend on holding drills more frequently.
  • Cliff Aldrich of Weston Lakes noted that they will be conducting a modified Tabletop Exercise on September 8th at Weston Lakes.
  • Taylor mentioned that she was attempting to find out more about an EOC Training Course (OGT 101) and will advise on the schedule.  Braun indicated that he believes that is similar to the course he is trying to get hosted in Fort Bend County (a pilot course being developed by TEEX/NERRTC).
  • Taylor expressed concern about the new cable converter boxes and the communications issues involved with them when the power goes out (given new digital televisions that all must have). Walker suggested a program for citizens regarding the cable converter box be incorporated in the September National Preparedness Month.
  • Walker noted that review of the Multi-Year Training and Exercise Plan will take place on September 15th, along with additional dates for WebEOC training on September 24th.

Program:

  • Presentation provided by County HHS staff on Public Health Emergencies.  Following Dr. Galloway’s presentation the importance of receiving information for prevention strategies was discussed in detail. The University of Houston shared prevention strategies used on their campuses. Shauna Evans inquired about a marketing strategy for the fall.  Cliff Aldrich commented on the economic difficulty to keep kids home from school and stay out of work.

  • September 23, 2009; 1:30 pm; County EOC; planned program will be a discussion on the Lessons Learned about PODs during Hurricane Ike
