Meeting called to order at 1:35 PM by Jeff Braun, Fort Bend County Emergency Management Coordinator; self-introductions conducted.

Old Business:

  • County HHS Mass Vaccination Exercises
    • There will be future exercise at Katy ISD on September 29th
    • There will also be a full scale exercise at the Rosenberg Annex which will be contingent on a real H1N1 vaccination. Probable date is Oct. 31
  • Grant Writers Meeting       
  • Bob Stone briefed group on discussion at the last Grant Writers Meeting
  • Stone noted that all are welcome at the meetings when held; next meeting is October 13th; contact Stone if more information desired
  • Stone discussed advantage of having multiple jurisdictions going in together in applications; adds a lot of weight in getting grant approved.
  • Braun mentioned that Jurisdictions should be thinking of “wish list” for future grants
  • EMAT Symposium
    • Braun briefed the group on the 2009 EMAT Symposium mentioning that Judge Hebert and FBC OEM received an award for the County’s MUD Readiness Program
    • Braun noted that FBC OEM also received awards for Citizens Support Team Program and also its use of PIER System technology
    • Braun mentioned that Media Award granted to Fort Bend Focus and Fort Bend Business Journal for articles about Emergency Management
    • Next year’s EMAT Symposium will be held at South Shore Harbor in League City; August 29th – September 1st, 2010
  • New Issues Related to H1N1
  • David Olinger provided update on H1N1 Influenza situation
  • H1N1 still remains mild at this point in time
  • The State has launched an online registration form for vaccinators to register so they can assist in vaccinations.  Many pharmacy’s have already registered
  • Initial indications are that Texas will be receiving about half of the expected dosages of the H1N1 vaccine from what was previously thought Fort Bend County currently has 204 providers signed up as H1N1 vaccinators, representing requests for over 375,000 doses of H1N1 vaccine.
  • 44 total deaths in Texas from H1N1, however of that number it is unknown how many of those had any underlying conditions
  • Children 9 and under who have never had a flu vaccine will need to receive two annual flu vaccines and two H1N1 flu vaccines
  • We've had 4 hospitalizations and 1 death since August 24 (beginning of school) when enhanced surveillance efforts were re-initiated.

Project Updates:

  • Public Health Preparedness Programs 
    • David Olinger provided an update on PHP program activities 
    • HHS & OEM are debuting a school surveillance website that shows absenteeism and numbers of students with influenza-like-illnesses
    • Apex has offered the 2nd floor of their building as a place to house people with medical special needs.  Could hold 30-35 beds.
    • HHS purchased a Medical Special Needs bus that is currently being outfittedHHS has not purchased a medical special needs bus. We have purchased a framing system that allows us to retro-fit a school bus or other vehicle such as a box truck into an ambubus. The purchasing process on this project is complete and we are awaiting delivery. Once the product arrives, HHS will be working with ISDs and Road and Bridge to set up training.
    • HHS has a desire to purchase more wheelchairs
  • OEM Volunteer Programs
    • Shauna Evans provided update on OEM volunteer program
    • Pecan Grove CERT in progress
    • Sienna Plantation CERT class in progress
    • LCISD Teen CERT in progress
    • Sugar Land CERT is a possibility; if it happens; it will start at end of October and end in December
    • Stafford is going to start a CERT class in January 2010
    • There is a Skywarn class going to be taught at Pecan Grove Volunteer FD and it is scheduled for Oct. 14th 2009
    • Evans indicated that OEM hopes to have a CST class in November 2009.

New Business

  • County Multi-Year Training & Exercise Plan
    • Janette Walker provided update on this project
    • Possible phase 2 for multi-year training plan
    • Following phase 2 meeting will be held every other month
  • JIC Plan
    • PIER training on Oct 14th from 9-11am at EOC
    • WebEOC training on Oct 14th from 1-3pm at EOC
    • A meeting with FBC PIOs for JIC plan on Oct 15th at 9am at EOC
  • EOC Management Course
    • Braun noted that FBC OEM and City of Stafford will be hosting an EOC Mgmt Course in February 2010
    • Course will be three days (February 9-11, 2009); will be held at Stafford Centre
    • Registration will be on-line and will be added to OEM web site in future
    • Braun noted that IS 701 and IS 775 are classes recommended for the Feb 2010 course
    • IS-775 EOC Management & Operations course (online)
    • IS-701 NIMS Multiagency Coordination Systems course (online)
    • Braun also noted that attendees might be interested in IS 520 and IS 26
    • IS-520 Continuity of Operations Planning for Pandemic Influenzas (online)
    • IS-26 Guide to Points of Distribution

Program:

  • Lessons Learned About PODs During Hurricane Ike (Braun)
  • Lessons that were learned (the good)
    • There was good communication between FBC and the surrounding cities
    • Kathy mentioned that there was a large phone bank set up at the George R Brown Convention Center, it and the volunteers were a huge help
    • Learned that there was a need for tents
    • There was a need for trash pickup
    • FBC is trying to identify equipment that is going to be needed and purchase that equipment ahead of time
    • Braun noted that OEM now has Volunteer quarterly meetings; sometime in 2010 it is hoped to have a training session with volunteers to get them prepared to work in a Point of Distribution; information learned from the Hurricane Ike will assist in developing the class
  • Lessons that were learned (the bad)
  • Citizens were reselling items that they had received from a POD
  • High School students were a big help in manning PODS, however more supervision would probably be used in the future
  • The use of ice cream trucks turned out to be helpful in the City of Stafford
  • The PowerPoint will be put on the website

Next Meeting:

  • Meeting adjourned at approximately 3:40 pm
  • Next Meeting will be October 21, 2009 at 1:30 pm at the County EOC;  John Hall from DHS will be making presentation about regional fusion center
