Meeting called to order at 1:33 PM by Alan Spears, Fort Bend County Deputy Emergency Management Coordinator; Welcome and self-introductions conducted.

Old Business:

  • Grant Writers Meeting
  • Bob Stone briefed group on discussion at the last Grant Writers Meeting
  • Stone noted that that there was attendance from the Kendleton/Arcola area.
  • More discussion about the use of Grant funds for EOC enhancements, generators, future projects, COOP/COG
  • Taylor inquired about a ruling/guideline stating that Jurisdictions who wish to hire grant-funded planners must have their own EM plans. Taylor’s concern was that the information was directed to both she and Sheffield unsolicited via email.  She was unclear why they would have received a response to a question they did not ask.
  • In response to Taylor’s statement, Hughes commented on the most recent UASI meeting in which Harris County proposed the hiring of additional grant funded staff to be housed in their offices.  Hughes noted that the request by HC was met with much reservation and concern from the other jurisdictions present. Evans indicated that Braun described similar events following the meeting.  Hughes adamantly expressed his concerns about the use of UASI funds and stated that he felt some jurisdictions work outside the committee guidelines.
  • Taylor and Sheffield both stated that they have rec’d packets from the Harris County inviting them to become part of the HC plan, as part of their jurisdictions include the City of Houston.
  • Spears advised that we would look into some of these issues and provide clarification to the jurisdictions.
  • Karl Floyd provided update on H1N1 Influenza situation
  • FBC has 13+ confirmed cases of H1N1 (1 death – 25 day newborn on 9/19, 5 in-patient admissions)
  • Texas is reporting 82 H1N1 related deaths (20 of those pediatric, 1/3 of pedi deaths had underlying health conditions)
  • Nationally, flu cases are highly elevated, 41 states reporting wide spread flu cases
  • Calls with the CDC involve much discussion about the use of N95 masks vs. surgical masks for health care workers (N95 are becoming difficult to get).  CDC has indicated that surgical are OK in hospital setting
  • Sheffield asked if any guidelines for first responders had changed, Floyd indicated no change to protective guidelines.
  • Floyd stated that the planned mass prophylaxis exercise planned for 10/31 has been cancelled due to the delay in receipt of vaccine. Floyd anticipates that the County may have enough vaccine in December to do a Public Mass Vaccination.
  • Emergency response personnel are still high on the list to receive the H1N1 vaccine upon arrival.
  • Floyd dispelled rumors that the H1N1 vaccine mandatory.  He did note that the CDC recommends 2 courses of regular flu vaccine for children under age 9.
  • Spears asked if there is any evidence that the regular flu shot is helping with resistance to H1N1, Floyd indicated that there is no data to that effect.
  • JIC Training & Tabletop
    • Spears indicated that the training was well attended and included 1.5 days of training, and .5 day of tabletop exercise.
    • Spears indicated that FBC would attempt to get credit for a functional exercise due to the number of agencies that participated and the comprehensive nature of the scenario. 
    • Jan agreed that the exercise was a success and indicated that similar exercise would be planned in the future.
    • Spears noted that J Walker is currently working on an AAR to be provided to all participants.
  • ConocoPhillips Drill
    • Spears and Jan attended the Oct 14th tabletop drill.
    • Spears noted that the drill was designed to exercise Conoco’s Tier 1 team and dealt with only the first 12 hours of response.  The ICS structure was used to respond to a gas release at a wellhead
    • Jan noted that ConocoPhillips effectively used ICS Forms, the Planning P, and conducted briefings – good experience overall.
    • In response to questions posed by C. Aldrich, Spears explained that ConocoPhillips has two Tier 1 strike teams, located in Houston and Sweeney.  Spears encouraged Aldrich to meet with ConocoPhillips, to explain his role and obtain more information about their response and notification procedures.
  • New Issues Related to H1N1

Project Updates:

  • Public Health Preparedness Programs 
    • Karl Floyd indicated that the only update at this time is the cancellation of the Mass Prophylaxis exercise 
  • OEM Volunteer Programs
    • Shauna Evans provided update on OEM volunteer program
    • Pecan Grove CERT in graduation on 10/20/09; thank you to Cliff Aldrich for his attendance during the exercise
    • Sienna Plantation CERT class in progress; graduation scheduled for 11/09/09
    • LCISD Teen CERT in progress; graduation scheduled for 12/11/09
    • Sugar Land CERT is scheduled to begin on October 27th at the SL Fire Admin Building (Old City Hall)
    • Stafford is going to start a CERT class in January 2010
    • Evans indicated that she is working to schedule class for 2010
    • Evans noted that she has received several new application for members of EMROG and is please to see them growing their membership

New Business

  • Sugar Land
    • Hughes provided an overview of the Hostage Situation Drill conducted on 10/18/09 at the First Colony Mall.
    • Departments involved include more than 100+ personnel from; SLPD, SWAT, Mall personnel, PIO
    • Hughes indicated that he was pleased and impressed with personnel and the level of coordination between departments.
    • Hughes indicated that SL received good press coverage of the event, although the intent was simply to notify news organizations that the radio chatter was due to an exercise and not a real event.
  • Weston Lakes
    • C. Aldrich provided an overview of the tabletop exercise conducted in Weston Lakes
    • 32 volunteers participated, AAR was conducted and Pat Harris provided an overview of the CERT training he was attending
    • Pat noted that the shortfalls Weston Lakes is experiencing is grant money to put things in place

Program:

  • Houston Fusion Center presented by John Hall, DHS
    • The Houston Regional Intelligence Service Center - Fusion Center (HRISC-FC) is regional and lead by the Houston PD. In general, the Centers are controlled and operated by State and local governments, not by DHS (Federal gov’t)
    • The HRISC-FC has a governing board made up of the participating agencies.
    • All members / participants must go through an extensive background check
    • The Centers role is to gather information and intelligence, not prosecutorial. 
    • Jan noted that the FBC SO will hire a Fusion Center analyst with 2009 UASI grant funding to be housed at the SO

  • Meeting adjourned at approximately 3:10 pm
  • Next Meeting will be November 18, 2009 at 1:30 pm at the County EOC; Spears noted that there would be no December meeting.
