ICS 300 & 400

Intermediate and Advanced ICS Training

ICS 300 – September 22 & 23, 2009

Intermediate (ICS-300) Incident Command System (ICS) Training

“Incident Management/Unified Command for Terrorism and CBRNE Incidents” (MGT-313) is a 2-day Intermediate Incident Command System (ICS-300) Course intended for individuals who may assume a supervisory role in expanding, or Type 3, incidents. It is also intended to enhance the teamwork and coordination among the agency’s “mid-level managers and command staff” directly responsible for emergency response to incidents of all types; i.e., “all hazards” in which the Incident Command System (ICS) will be employed. The course uses a multidiscipline, jurisdictional “team-building” approach to accomplish the learning objectives.

The course objectives are as follow:

  • Describe how the NIMS Command and Management component supports the management of expanding incidents.
  • Describe the incident/event management process for supervisors and expanding incidents as prescribed by the Incident Command System (ICS).
  • Implement the incident management process on a simulated Type 3 incident.
  • Develop an Incident Action Plan for a simulated incident.

The training is comprised of the following lessons:

  • Unit 1: Course Overview
  • Unit 2: ICS Fundamentals Review
  • Unit 3: Unified Command
  • Unit 4: Incident/Event Assessment and Incident Objectives
  • Unit 5: Planning Process
  • Unit 6: Incident Resource Management
  • Unit 7: Demobilization, Transfer of Command, and Closeout

Prerequisite: Successful completion of IS-700, Introduction to the National Incident Management System (NIMS); ICS-100, Introduction to the Incident Command System, or equivalent, and, ICS-200

ICS 400 – October 6 & 7, 2009

Advanced (ICS-400) Incident Command System (ICS) Training

The FEMA G-400 2-day (16-hour), “Advanced Incident Command System” Course is intended to provide “follow-on training” to the Intermediate (ICS-300) ICS training, and is specifically intended for those emergency response personnel who have duties requiring that they be directly involved in incident management or command at either a “field” Incident Command Post (ICP); departmental operations center; area command, or in a city, county, or regional, Emergency Operations Center (EOC), or supervise those who do.

The emergency response personnel to be trained should include: (by U.S. DHS definition) “general staff, agency administrators, department heads, emergency managers, areas commanders, and Multi-Agency Coordination System/Emergency Operations Center managers”, who have all received NIMS/ICS training up to, and including, the Intermediate (ICS-300) level, previously.

The course objectives are as follows:

  • Explain how major incidents engender special management challenges.
  • Describe the circumstances in which an Area Command is established.
  • Describe the circumstances in which multi-agency coordination systems are established.

The training is comprised of the following lessons:

  • Unit 1: Course Overview
  • Unit 2: Fundamentals Review for Command and General Staff
  • Unit 3: Major and/or Complex Incident/Event Management
  • Unit 4: Area Command
  • Unit 5: Multi-agency Coordination

Prerequisite: Successful completion of Intermediate-level Incident Command System (ICS-300), or equivalent, training.
