Important: Information Relating to the 2013-2014 NIMS Reporting Process

Reference: 2013-2014 NIMS reporting process


  • This year there is NOT a September 30th deadline to report or roll-up National Incident Management System (NIMS) data in NIMSCAST


  • If you have recently visited the FEMA NIMS Compliance Assistance Support Tool (NIMSCAST) website, you have seen this message:


  • “NIMSCAST is offline until further notice. Due to budget constraints the launch of NIMSCAST 5.0 has been suspended pending a funding decision by FEMA. Users will be notified by their State, Tribal, or Territory NIMS Coordinator when more information becomes available. We apologize for any inconvenience that this may cause.  Thank you for your continued support of the NIMS and the National Preparedness System.”


  • The Texas Department of Public Safety’s State Administrative Agency and Texas Division of Emergency Management (SAA and TDEM) received information from FEMA that NIMSCAST has been discontinued and will no longer be available/used to gather NIMS adoption and implementation information from state, tribal, territorial, and local jurisdictions 


  • In late August, the SAA and TDEM received FEMA Information Bulletin No. 391 which includes a requirement for the SAA to complete a NIMS Implementation Report by December 31, 2013


  • This report contains ten (10) NIMS questions that are consistent with those previously asked through the NIMSCAST, and the report is a component of the FY 2013 Unified THIRA/SPR/NIMS Reporting Tool


  • To comply with FEMA requirements, the SAA and TDEM will need to gather NIMS adoption and implementation information from state, tribal, and local jurisdictions


  •  The SAA and TDEM intend to provide instructions and procedures for gathering this information by October 01, 2013


  • Until then, jurisdictions should continue to complete training, collect data, and finalize local records in preparation of reporting this information


  • NIMSCAST and other NIMS records DO NOT need to be sent to the SAA, TDEM, or FEMA  until further notice


  • This will be a transition year for the point of contact for NIMS reporting information


  • SAA will be taking over the NIMS implementation reporting process in calendar year 2014
  • TDEM and the SAA will continue to work together for the report due this December
  • TDEM will continue to be the initial point of contact for inquires through December
